NorthStandard: Argentina raises Coast Guard fines by 90%

Argentina has significantly increased maritime fines under its updated navigation law, NorthStandard has informed.

The changes stem from REGINAVE 2025, Argentina’s revised Maritime, River and Lake Navigation Regime, which entered into force on 20 January 2025. Replacing the 2019 framework, REGINAVE now serves as the country’s core regulatory system governing navigation, vessel safety, environmental protection, and maritime administrative procedures.

Under the regime, breaches of navigation-related laws and regulations are sanctioned through an administrative fines system based on “Units of Fine” (UF), imposed by the Argentine Coast Guard (PNA). Club correspondents Pandi Liquidadores report that following the publication of Coast Guard Disposition No. 110/2026 on 30 January 2026, the UF has risen from AR$ 220.86 to AR$ 419.63, a 90% increase.

As explained, the UF value is no longer tied to inflation and is now set at the discretion of the Prefecto Naval Nacional, up to the price of 1L of Grade 2 gasoil.

It is advised that due to exchange‑rate volatility and lengthy administrative proceedings, a 30% uplift will be required on counter‑security where a P&I Letter of Undertaking (LOU) is used.

The update follows ongoing reforms under REGINAVE 2025, which modernised the sanction regime and expanded the Coast Guard’s enforcement powers.
